Phan Chau Trinh University raises training standards for health industry

Facing the shortage of human resources in the health sector to serve people's health care, the 2021 enrollment season recognizes the attractiveness of health training disciplines at many universities (universities).

So before the fact that there is a lack of medical doctors, universities meet the training criteria and standards to ensure the quality of health human resources and meet the society. Tuoi Tre discussed with Dr. Nguyen Huu Tung, Chairman of the Board of Directors of Phan Chau Trinh University (PCTU), permanent vice president of the Private Medical Practice Association of Ho Chi Minh City.

Dear Sir, the shortage of medical manpower has been going on for a long time, why is it a problem now?

- According to the report of the Ministry of Health, by 2020, the sector has achieved important targets, such as reaching 28 beds per 10,000 people. The quality of medical examination and treatment has been improved, the satisfaction rate of inpatients increased to 83.6% and outpatients to 79%. The health sector strives to achieve the rate of 9 doctors / 10,000 people and 11.5 nurses / 10,000 people. However, if compared with Thailand, Malaysia, Singapore ... the standard of about 14 doctors / 1 resident, Vietnam has not kept up.

The Ministry of Health also acknowledged that at the recent conference, the distribution of health human resources was not reasonable among regions and levels, the quality of human resources was still weak at the grassroots level. Every year, the number of doctors is not uniform, in urban areas it is abundant, in rural and remote areas it is not of importance. The above things create a shortage of human resources for health that are both "virtual" and "real", lacking in quantity and quality, making the map of health human resources inappropriate. This may cause training institutions to grasp the needs, even multidisciplinary universities or without health majors are now joining the application for health training.

But being able to train the health industry is not easy because it must ensure the quality of health workers, because it is related to human lives, sir?

- In my opinion, the necessary and sufficient condition to meet the open quality standards of the health industry is that the school should have a clear educational philosophy, a philosophy of medical training, training for what purpose, for whom, who is the owner. practice, hospital (BV) general practice .... Lecturers have degrees, academic degrees, clinical pedagogical certificates. Technical infrastructure and information technology for teaching, practice, practice, facilities ... must have. The schools must set the standard of entry according to the standards of the Ministry of Education and Training, even higher to find good students and build the output standard of medical human resources.

For good teaching and learning, there must be standard university governance, ie management of input resources (input) is reasonable to create output resources (output) with high value for society. Correct governance creates an integration of interaction between lecturers-students-schools and patients, between practice hospital and school technical infrastructure, in which students are the main subjects. The ultimate goal is to create a health resource for society and it gives the institution's prestige, avoiding risks for the patient, society.

Dear Sir, with PCTU, you are focusing on training in the health sector, so does the school meet the rigorous criteria to train health workers to ensure quality?

- PCTU is focusing on training in general medicine, dentistry, testing, nursing and hospital management. PCTU originally introduced the philosophy of training, which is training to change, creating a medical resource that meets the standards of an integral mind, and a physician must be able to improve people's pain and bring them. about the best life. Therefore, PCTU has placed students as the main subject in training activities, "student-centered".

In the early 20s, as the initiator and investor of the institute-school project, I had the idea of building an institution-school ecosystem, preparing a long-term strategy, which is to build Hoan My hospital system. , the foundation for the construction of the Medical University. By 2018, the PCTU health specialty will be linked to the Tam Tri general hospital system with the scale of 1,050 beds in 5 provinces and cities of Vietnam.

Hospital invests to serve at a high level of expertise, to pick up critically ill patients, at multiple levels with appropriate hospital fees. Mind general hospital system has been operating for more than 10 years, currently the BV system receives over 3,000 medical examination and treatment every day, this is the basis for PCTU medical students to have the opportunity to regularly approach patients and study with your clinical instructors right in the school hospital.

Medical students are guided to practice, practice on real patients every day by a team of clinical instructors (Clinical Instructors) and clinical nursing (Clinical Nursing Instructors). The PCTU medical training program requires students to reach 70% of their 6-year study time in the university's hospitals. Therefore, the practice hospital is the most prominent condition of PCTU in health training.

The institute-school structure is a strategic organizational model: hospital physicians are also teachers of PCTU. In 2021, to meet the needs of students, PCTU has put the Tam Tri Saigon General Hospital in Ho Chi Minh City on the staff of clinical internship training to diversify clinical services, helping students improve High regional clinical knowledge and accessibility to faculty in the big cities.

The University also invests in a research center for genetics, genetics and stem cells to help students have a concept and orientation for research and application in medicine. The Center for Academic Intelligence Management (IAMC) is a central store and build big data from hospitals to daily transfer to serve artificial intelligence research for future diagnosis and treatment, build the foundation of HL7 electronic medical records application according to national standards. Students apply international standard medical records right after graduation. The center also has technology to support virtual reality learning, primarily for human anatomy.

The PCTU training program for the health disciplines was established after the School Council and specialist advisors and hospitals established outcome standards. The output standards are based on quantitative (score), non-qualitative knowledge, skills and ability to practice students during 6 years of study. From there, teachers will be oriented to teach both theory and practice according to that quantitative standard.

The PCTU output standards must also meet at least the results of the National Medical Practice Certificate Exam, expected to be issued by the MOH 2024. The PCTU medical training program also integrates the medical curriculum in the United States ( USLME), this program is also included in the output standard of the PCTU department's output standard.

In addition, in order to raise public awareness, improve medical practitioners' behavior, and treat people fairly in different environments, PCTU has cooperated with Quang Nam's upland medical center, as a community practice, bringing students to practice, practice clinical subjects are ethnic people. PCTU's standard-driven training strategy is to develop quantitative end-results standards, and graduates will inevitably become a high-standard medical resource.

According to data from the Ministry of Education and Training, there are currently 55 training establishments in health-related disciplines. Including 11 universities under the Ministry of Health, 2 universities under the People's Committees of provinces, the medical schools and faculties of regional and national universities and a few multidisciplinary universities with training in health, the rest are universities. non-public.

The Prime Minister has issued a decision to set up the National Medical Council. In the near future, all those trained in the health sector, if they want to practice medical examination and treatment, must pass exams and assess the medical examination and treatment capacity.
